The U.S. Consumer Product Safety Commission and Health Canada, in cooperation with Old Navy LLC, of San Francisco, Calif., are voluntarily recalling about 35,500 (in the United States) and 5,400 (in Canada) Stuffed Animal and Creature Toys. The stuffed toys have two button eyes that could detach from the toy, posing a choking hazard to young children.
bullet True Value Recalls Wheelbarrows; Over-Inflated Tire Can Cause Wheel to Break and Pose Injury Hazard
 
The U.S. Consumer Product Safety Commission, in cooperation with True Value Co., of Chicago, Ill., is voluntarily recalling about 17,000 Green Thumb Twin Wheelbarrows. Over-inflating the tire could cause the wheel’s plastic rim to break, posing an injury to the user.
bullet Compound Bows Recalled by BowTech Archery; Bow Can Unexpectedly Break Apart
 
The U.S. Consumer Product Safety Commission, in cooperation with BowTech Archery, of Eugene, Ore., is voluntarily recalling about 8,000 “The General” Compound Bows. The ends of the bow’s limbs can unexpectedly break during use and send fragments of the bow in the direction of the user or bystanders, posing a risk of injury.
bullet Evenflo® Recalls Children’s Activity Centers Due to Fall Hazard
 
The U.S. Consumer Product Safety Commission, in cooperation with Evenflo Co. Inc., of Miamisburg, Ohio, is voluntarily recalling 213,000 Evenflo Activity Centers. When used as an activity table, the cap on one end of the product can loosen and fall off, posing a fall hazard to a young child.
bullet CPSC Developing Practical Guidance For Meeting Phthalates Requirements In New Child Safety Law; Public Input Sought; Interim enforcement policy also announced by the agency
 
Starting on February 10, 2009, certain children’s toys and child care articles can no longer be sold, offered for sale, manufactured or imported for sale in the United States if they contain more than 0.1% of specified phthalates. The U.S. District Court for the Southern District of New York ruled last week that this prohibition applies regardless of when the covered products were made.
bullet Strangulation Death of a Child Prompts Recalls of Hooded Sweatshirts with Drawstrings by Hill Sportswear
 
The U.S. Consumer Product Safety Commission, in cooperation with Hill Sportswear Inc. of Paramount, Calif., is voluntarily recalling 300,000 hooded drawstring sweatshirts. CPSC received one report of a death involving a 3-year-old boy in Fresno, Calif. He strangled when the drawstring on the hooded sweatshirt that he was wearing became stuck on a play ground set.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Nordica USA, of West Lebanon, N.H., is voluntarily recalling about 4,500 pairs of XBi ALU Skis. The binding plates could crack or break, causing the skier to lose control or fall and suffer injuries.
bullet Outdoor Stoves Recalled by Jetboil Due to Burn Hazard
 
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Jetboil Inc., of Manchester, N.H., is voluntarily recalling about 15,000 Personal Cooking Systems and Group Cooking Systems. A tight valve attached to the stove’s fuel source can allow gas to leak, posing a fire hazard to consumers.
bullet Marzocchi Recalls Bicycle Forks Due to Crash Hazard and Risk of Injury during Repair
 
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Tenneco-Marzocchi s.r.l., of Bologna, Italy, is voluntarily recalling about 70 Bicycle Forks. The suspension system on bikes with the recalled forks could become completely compressed and fail to return to its original position after a forceful landing. This can cause riders to lose control of the bicycle and crash. The forks can also expand forcefully if repair is attempted by the consumer, posing a risk of serious injury.
bullet Catalina Lighting Recalls Halogen Clamp Lamps Due to Fire and Burn Hazard; Sold Exclusively At Staples Stores
 
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Catalina Lighting Inc., of Miami, Fla., is voluntarily recalling about 2,000 Halogen Clamp Lamps. The UV glass lens on the lamp can crack, exposing the halogen bulb, posing a fire and burn hazard.
bullet Camp Stoves Sold Exclusively at Dick’s Sporting Goods Recalled Due to Burn Hazard
 
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Dick’s Sporting Goods, of Pittsburgh, Pa., is voluntarily recalling about 6,700 “Field & Stream” Dual Burner Camp Stoves. Gas could flow at a rate that would produce higher than expected flames. Rainwater in the burners can also prevent proper ignition and allow gas to build-up and ignite unexpectedly. These conditions pose burn hazards to consumers.

The rear brake caliper support can crack and the front brake operation can experience a loss of pressure, posing a risk of the rider losing braking and steering control and suffering injuries or death.
bullet CPSC Issues Guidance For Complying With Phthalates Requirements In New Child Safety Law
 
Starting on February 10, 2009, children’s toys and child care articles cannot contain more that 0.1% of six phthalates (DEHP, DBP, BBP, DINP, DIDP, and DnOP) regardless of when they were manufactured. The CPSC will abide by a court decision issued yesterday ruling that the prohibition on phthalates in the Consumer Product Safety Improvement Act of 2008 applies to products in inventory. Phthalates are a group of chemicals (oily, colorless liquids) that are used among other things to make vinyl and other plastics soft and flexible.
bullet CPSC Spells Out Enforcement Policy For New Lead Limits In Children’s Products Effective February 10
 
Starting on February 10, 2009, consumer products intended for children 12 and under cannot have more than 600 parts per million of lead in any accessible part. This new safety requirement is a key component of the Consumer Product Safety Improvement Act (CPSIA) aimed at further reducing children’s exposure to lead.

When screws are missing from the upper bunk’s guardrails, the vertical slats on the guardrails can detach and pose the risk of children falling when getting in or out of the upper bunk.

The U.S. Consumer Product Safety Commission voted unanimously (2-0) to issue a one year stay of enforcement for certain testing and certification requirements for manufacturers and importers of regulated products, including products intended for children 12 years old and younger. These requirements are part of the Consumer Product Safety Improvement Act (CPSIA), which added certification and testing requirements for all products subject to CPSC standards or bans.

Pressure from the buildup of carbon dioxide in the jars of Bath Bombs/Balls or Bath Fizzies can cause the caps on the jars to blow off, posing explosion and projectile hazards. The mixtures also can contain citric acid, which can get into the eyes during an explosion, posing a risk of eye irritation.

The U.S. Consumer Product Safety Commission (CPSC) and various home heating furnace, boiler, and high-temperature plastic vent (HTPV) manufacturers are urging home owners who have not yet responded to the previously-announced 1998 recall, to do so immediately. After May 1, 2009, the remedy consumers receive under the existing program, which has been operating continuously for almost 11 years, will change.

Simplicity Inc. and SFCA Inc. have not responded to CPSC’s request to recall these products nor have they been responsive to consumer complaints recently received.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Stork Craft Manufacturing Inc., of British Columbia, Canada, is voluntarily recalling about 535,000 Stork Craft Baby Cribs. The metal support brackets used to support the crib mattress and mattress board can crack and break. When one or more support brackets break, the mattress can collapse and create a dangerous gap between the mattress and crib rails, in which a child can become entrapped and suffocate.

Roman Shades: These shades have a looped pull cord and exposed inner cords on the back of the shade. Looped pull cords and exposed inner cords on roman shades present a strangulation hazard. Roll-up Blinds: These blinds have a looped pull cord and two lifting cord loops that run around the bottom rail. Looped pull cords and exposed lifting loops on roll-up blinds present a strangulation hazard to young children.

The flashing pacifiers do not comply with federal safety standards for pacifiers. The snaps on these garments can detach, posing a choking hazard to young children.
bullet CPSC Clarifies Requirements of New Children’s Product Safety Laws Taking Effect in February: Guidance Intended for Resellers of Children’s Products, Thrift and Consignment Stores
 
In February 2009, new requirements of the Consumer Product Safety Improvement Act (CPSIA) take effect. Manufacturers, importers and retailers are expected to comply with the new Congressionally-mandated laws. Beginning February 10, 2009, children’s products cannot be sold if they contain more than 600 parts per million (ppm) total lead. Certain children’s products manufactured on or after February 10, 2009 cannot be sold if they contain more than 0.1% of certain specific phthalates or if they fail to meet new mandatory standards for toys. The new law requires that domestic manufacturers and importers certify that children’s products made after February 10 meet all the new safety standards and the lead ban. Sellers of used children’s products, such as thrift stores and consignment stores, are not required to certify that those products meet the new lead limits, phthalates standard or new toy standards.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Jardine Enterprises, of Taipei, Taiwan, is voluntarily recalling about 56,450 Jardine Cribs (320,000 units were previously recalled in June 2008). The wooden crib slats can break, creating a gap, which can pose an entrapment and strangulation hazard to infants and toddlers.
bullet Children’s Hooded Jackets with Drawstrings Recalled by Ms. Bubbles Inc. Due to Strangulation Hazard
 
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Ms. Bubbles Inc., of Los Angeles, Calif., is voluntarily recalling about 55,000 Girls Blue Denim Passport Jackets. The jackets have a drawstring through the hood which can pose a strangulation hazard to children. In February 1996, CPSC issued guidelines to help prevent children from strangling or getting entangled on the neck and waist drawstrings in upper garments, such as jackets or sweatshirts.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), SRAM LLC, of Chicago, Ill., is voluntarily recalling about 175 Bicycles using RockShox Domain 302 and 318 bicycle forks. The steel steerer on the forks can crack, causing the fork to detach from the bicycle frame. This can cause the rider to lose control and crash.

The heel housing of the bindings can crack, causing the binding to release unexpectedly. This can cause the skier to lose control or fall and suffer injuries.

The red paint which is underneath the black finish paint on some of the cribs and matching furniture exceeds federal lead limits. If ingested by young children lead can cause adverse health effects.

The candle holder placement on the base of the carousels is too close to the structure, allowing the candle flame to come in contact and ignite different parts of the carousel, including the fans, trees and deer, posing a fire hazard.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Evenflo Company Inc., of Miamisburg, Ohio, is voluntarily recalling about 95,000 Evenflo Majestic™ High Chairs. Plastic caps and metal screws on both sides of the high chair can loosen and fall out, posing both fall and choking hazards to children. Plastic caps and screws that become loose and fall out can cause the seatback to suddenly fall back or detach from the high chair. Children can fall out or collide with objects and suffer broken bones, abrasions, cuts and bruises. Detached plastic caps and metal screws also pose a choking hazard to children.

The U.S. Consumer Product Safety Commission (CPSC) is again reminding public pool and spa owners and operators nationwide that the Virginia Graeme Baker Pool and Spa Safety Act becomes effective on December 19, 2008. This law requires installation of anti-entrapment drain covers and other systems as outlined in the Act. Failure to comply with this Congressionally-enacted law can result in closure.

The holiday season is here and the U.S. Consumer Product Safety Commission (CPSC) is urging consumers to keep safety in mind as they decorate for the holidays. Flickering candles, blinking holiday lights and fragrant evergreens are beautiful staples of the holiday season, but when used improperly, these holiday decorating “must haves” can pose deadly dangers. Each year, during the 60 days surrounding the winter holiday season, about 11,000 people are treated in hospital emergency rooms due to decoration-related injuries with falls, cuts, shocks and burns topping the list.

Delayed ignition due to a build-up of propane gas can cause the insert’s glass cover to break, posing a laceration hazard to consumers.

The blower’s impeller, which is a rotating component on the blower, can break, resulting in pieces of plastic flying out of the blower. This poses a risk of serious injury to the user or a bystander.

Incomplete/incorrect light bulb installation can result in electrical arcing in the fixture, which can pose a fire hazard to consumers.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Meijer Inc., of Grand Rapids, Mich., is voluntarily recalling about 100 Toddler Girl’s Hat and Mitten Sets. The magnets in the hat can detach and fall out, posing a choking and aspiration hazard to young children. Magnets found by young children can be swallowed or aspirated. If more than one magnet is swallowed, the magnets can attract each other and cause intestinal perforations or blockages, which can be fatal.
bullet Major Apparel Retailer To Pay a $60,000 Civil Penalty For Failure To Report Drawstrings In Children’s Outerwear
 
Nordstrom Inc., of Seattle, Wash., has agreed to pay a $60,000 civil penalty. The penalty settles allegations that the firm knowingly failed to report to the CPSC immediately, as required by federal law, that its children's hooded jackets and sweaters were sold with drawstrings at the hood and neck. These products, which the firm eventually recalled, pose a strangulation hazard that can cause death to children.
